যুক্তরাষ্ট্রের কাছে দ্রুত আনুষ্ঠানিক চিঠি পাঠিয়ে পাল্টা শুল্ক কার্যকরের বিষয়ে কিছু সময় চেয়ে নেওয়ার পরামর্শ দিয়েছেন দেশের বিভিন্ন রপ্তানি খাতের শীর্ষ ব্যবসায়ী নেতা ও বিশেষজ্ঞরা। তাঁরা বলেছেন, যুক্তরাষ্ট্রকে দ্রুততম সময়ের মধ্যে এ চিঠি পাঠাতে হবে। কারণ, ইতিমধ্যে প্রতিযোগী দেশগুলো এ ধরনের উদ্যোগ নিয়েছে।
আজ শনিবার রাজধানীর আগারগাঁওয়ে বাংলাদেশ বিনিয়োগ উন্নয়ন কর্তৃপক্ষের (বিডা) কার্যালয়ে অনুষ্ঠিত এক জরুরি সভায় এ পরামর্শ দেওয়া হয়। বৈঠকটি চার ঘণ্টাব্যাপী চলে। বৈঠক সূত্রে জানা যায়, ট্রাম্প প্রশাসনকে দেওয়ার জন্য একটি চিঠির খসড়াও তৈরি করা হয়েছে বৈঠকে। পরে সেই চিঠি উপদেষ্টা পরিষদের অনুমোদনের জন্য পাঠানো হয়েছে।
সভায় বিজিএমইএর সাবেক সভাপতি রুবানা হক, লেদারগুডস অ্যান্ড ফুটওয়্যার ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশন অব বাংলাদেশের (এলএফএমইএবি) সভাপতি সৈয়দ নাসিম মঞ্জুর, প্রাণ-আরএফএল গ্রুপের চেয়ারম্যান আহসান খান চৌধুরী, নিট পোশাকশিল্প মালিকদের সংগঠন বিকেএমইএর নির্বাহী সভাপতি শামীম এহসান প্রমুখ উপস্থিত ছিলেন।
এ ছাড়া ট্যারিফ কমিশনের সাবেক সদস্য মোস্তফা আবিদ খান, পলিসি রিসার্চ ইনস্টিটিউটের (পিআরআই) চেয়ারম্যান জায়েদী সাত্তার, গবেষণা সংস্থা সাউথ এশিয়ান নেটওয়ার্ক অন ইকোনমিক মডেলিং বা সানেমের নির্বাহী পরিচালক সেলিম রায়হান প্রমুখ অর্থনীতিবিদ ও বাণিজ্যবিশেষজ্ঞ বৈঠকে উপস্থিত ছিলেন।
সভায় উপস্থিত একাধিক ব্যবসায়ী নেতা প্রথম আলোকে জানান, মার্কিন সরকারের নতুন পাল্টা শুল্ক আরোপ নিয়ে খুব দ্রুত দেশের ব্যবসায়ী নেতাদের সঙ্গে কথা বলার জন্য বিডার নির্বাহী চেয়ারম্যানকে নির্দেশ দেন প্রধান উপদেষ্টা। সে আলোকে আজ দুপুরে দেশের বিভিন্ন রপ্তানি খাতের শীর্ষ ব্যবসায়ীদের নিয়ে বৈঠক করে বিডা।
এ দিকে আজ সন্ধ্যায় মার্কিন পাল্টা শুল্ক নিয়ে জরুরি বৈঠক করেন প্রধান উপদেষ্টা। বিডায় অনুষ্ঠিত বৈঠকে ব্যবসায়ী নেতা ও বিশেষজ্ঞরা যেসব সুপারিশ দিয়েছেন, সেগুলো প্রধান উপদেষ্টার সামনে উপস্থাপন করা হবে বলে জানিয়েছেন বিডার কর্মকর্তারা।
বিডায় অনুষ্ঠিত বৈঠকে বেশ কিছু পরামর্শ দিয়েছেন ব্যবসায়ী নেতা ও বিশেষজ্ঞরা। তাঁরা আহ্বান জানিয়েছেন, যুক্তরাষ্ট্রের কাছে দ্রুত আনুষ্ঠানিক চিঠি পাঠিয়ে কিছু সময় চাওয়া যেতে পারে। ইতিমধ্যে ভিয়েতনাম ও কম্বোডিয়া পাল্টা শুল্ক কার্যকরের সময় তিন মাস স্থগিত চেয়ে চিঠি পাঠিয়েছে। বাংলাদেশেরও এটি দ্রুততম সময়ে করা প্রয়োজন।
বৈঠকে তাঁরা আরও বলেন, ‘যুক্তরাষ্ট্রে বাংলাদেশের রপ্তানি বাজার প্রায় ৮০০ কোটি ডলারের। এর ফলে পাল্টা শুল্ক কার্যকর হলে বাংলাদেশ বেশ চাপে পড়বে। এ জন্য দ্রুত করণীয় ঠিক করতে হবে। কারণ, ইতিমধ্যে প্রতিদ্বন্দ্বী দেশগুলো বিভিন্ন সিদ্ধান্ত নিয়ে আমাদের চেয়ে এগিয়ে যাচ্ছে এবং আমরা পিছিয়ে যাচ্ছি। এর ফলে বিষয়টিকে অবশ্যই গুরুত্ব দিয়ে দেখতে হবে।’
বিনিয়োগ সম্মেলন ঘিরেও প্রস্তুতি
৭ থেকে ৯ এপ্রিল দেশে বিনিয়োগ সম্মেলন অনুষ্ঠিত হবে। সম্মেলনে পাঁচ শতাধিক বিদেশি বিনিয়োগকারী যোগ দেওয়ার কথা রয়েছে। এই সম্মেলন ঘিরে শেষ মুহূর্তের প্রস্তুতি নিয়েও বিডায় অনুষ্ঠিত বৈঠকে আলোচনা হয়েছে।
সম্মেলন প্রসঙ্গে বৈঠক শেষে সৈয়দ নাসিম মঞ্জুর বলেন, ‘সম্মেলন ঘিরে আমাদের প্রত্যাশা কী, আমরা কীভাবে সহায়তা করতে পারি, সেটি নিয়ে আলোচনা হয়েছে। সংগত কারণে এখানে মার্কিন নতুন শুল্কনীতির প্রভাব বিষয়েও কথাবার্তা হয়েছে। শুল্কনীতি নিয়ে আমাদের প্রতিক্রিয়া কী হবে, আমরা যুক্তরাষ্ট্রকে কী জানাতে পারি, সে বিষয়ে কিছু পরামর্শ এসেছে বৈঠকে।’
সৈয়দ নাসিম মঞ্জুর বলেন, ‘আসন্ন বিনিয়োগ সম্মেলন নিয়ে যখন পরিকল্পনা করা হয়েছিল, তখন মার্কিন পাল্টা শুল্কের বিষয়টি সামনে ছিল না। তবে এখন সম্মেলনে এসে বিনিয়োগকারীদের প্রথম প্রশ্ন থাকবে, এ বিষয়ে বাংলাদেশের প্রতিক্রিয়া কী। তাই আমরা আশা করছি, অবশ্যই ৯ তারিখের আগে বাংলাদেশ সরকারের পক্ষ থেকে একটা যথাযথ উত্তর আসবে। এটি যে আসবে, সে বিষয়ে আমরা আশাবাদী। কারণ, প্রধান উপদেষ্টা নিজে বিষয়টিতে নেতৃত্ব দিচ্ছেন।’
Top business leaders and experts from various export sectors of the country have suggested sending a formal letter to the US and asking for some time to implement the counter-tariffs. They said that the US should send this letter as soon as possible. Because competing countries have already taken such initiatives.
This suggestion was made at an emergency meeting held at the Bangladesh Investment Development Authority (BIDA) office in Agargaon in the capital on Saturday. The meeting lasted for four hours. According to sources in the meeting, a draft letter to be given to the Trump administration was also prepared in the meeting. Later, the letter was sent for approval by the advisory council.
Former BGMEA President Rubana Haque, Leathergoods and Footwear Manufacturers and Exporters Association of Bangladesh (LFMEAB) President Syed Nasim Manjur, PRAN-RFL Group Chairman Ahsan Khan Chowdhury, Knitwear Industry Owners Association BKMEA Executive President Shamim Ehsan and others were present at the meeting.
Apart from this, economists and trade experts including former member of the Tariff Commission Mustafa Abid Khan, Chairman of the Policy Research Institute (PRI) Zayedi Sattar, Executive Director of the research organization South Asian Network on Economic Modeling (SANEM) Salim Raihan were present at the meeting.
Several business leaders present at the meeting told Prothom Alo that the Chief Advisor instructed the BIDA Executive Chairman to talk to the country's business leaders very quickly about the US government's imposition of new countervailing duties. In that light, BIDA held a meeting with top businessmen from various export sectors of the country this afternoon.
Meanwhile, the Chief Advisor held an emergency meeting on the US countervailing duties this evening. BIDA officials said that the recommendations given by business leaders and experts at the meeting held at BIDA will be presented before the Chief Advisor.
Business leaders and experts made several suggestions at the meeting held at BIDA. They urged that some time can be requested by sending a formal letter to the US quickly. Vietnam and Cambodia have already sent letters requesting a three-month moratorium on the implementation of the counter-tariff. Bangladesh also needs to do the same as soon as possible.
They also said in the meeting, "Bangladesh's export market in the United States is about $8 billion. As a result, Bangladesh will be under a lot of pressure if the counter-tariff is implemented. We need to decide what to do quickly. Because, rival countries are already taking various decisions and are moving ahead of us and we are falling behind. As a result, we must look at the matter seriously."
Preparations for the investment conference
The investment conference will be held in the country from April 7 to 9. More than 500 foreign investors are expected to attend the conference. The last-minute preparations for this conference were also discussed in the meeting held in Bida.
After the meeting regarding the conference, Syed Nasim Manjur said, "We discussed what our expectations are for the conference, how we can help. For related reasons, there was also a discussion here about the impact of the new US tariff policy. Some suggestions came from the meeting about what our reaction will be on the tariff policy, what we can tell the US."
Syed Nasim Manjur said, "When the upcoming investment conference was planned, the issue of US counter-tariffs was not in the foreground. However, now that investors have come to the conference, the first question will be, what is Bangladesh's reaction to this. So we hope that a proper answer will come from the Bangladesh government before the 9th. We are optimistic that it will come. Because the Chief Advisor himself is leading the matter."
